Open questions
Who may set and revise system-wide goals? How should conflicting goals and burden distribution be compared? When does formalization fail to justify its cost? How can autonomy be measured without reducing it to refusal counts? Which properties survive mistaken or unreliable information?
A municipal scenario for discussion
A possible scenario is restoring city infrastructure: departments align work and resources, while outcomes are assessed against predefined service availability and quality criteria. Completing all assignments does not necessarily restore the service. A pilot needs a process owner, authority, public-outcome criteria and data-access rules. This is a proposal, not a completed pilot.
Critique and review
Use the existing form to suggest a counterexample, definition, scenario or protocol critique. This is not an open peer-reviewed forum. Scientific review, response publication and inclusion of earlier artefacts still require agreed procedures.
