Concept

Independent verifiability for nonprofits

Problem

A report on funds raised or activities held is not enough to trace the connection between programme promises, resource use and outcomes.

Mechanism

The proposal is to study a specialised independent nonprofit for voluntary programme review: connect funding, commitments, spending and outcomes, agreeing the scope, criteria and information access in advance. Independence requires conflict-of-interest disclosure, a transparent method and explicit uncertainty; missing evidence is not proof of a violation. This is civil-society monitoring, not state supervision: it does not replace authorised public bodies’ inspections or confer their supervisory powers. The organisation’s establishment and the model’s legal arrangements are not confirmed here.

Demonstration

No dedicated demonstration yet; no assessments of real organisations are published.

Research hypothesis

Voluntary independent review of resource-to-outcome links may improve accountability without automatic ratings or unsupported accusations. Evaluation should cover verifiability, independence, programme workload and review costs.
