Problem
Voluntary initiatives often lack clear access to spaces, information, support and resources, rather than instructions about how to organise.
Mechanism
The municipality is considered an enabler: accessible spaces, information, methodological support, transparent procedures and clear rules for resource access. Participants voluntarily choose their shared task and form of cooperation. Municipal support, the group’s own decisions and the limits of delegated authority must remain distinct; support does not mean subordinating the initiative to the municipality.
Demonstration
A dedicated demonstration has not been implemented.
Research hypothesis
Accessible conditions and transparent procedures may help initiatives achieve outcomes while retaining autonomy. Evaluation should examine access to support, full interaction costs and participants’ freedom of choice.
