Problem
Independent contractors may follow their own plans without noticing that one stage’s change makes other schedules unrealistic.
Mechanism
A proposed municipal model would encourage coordination readiness through objective, technology-neutral tender criteria announced in advance and through contract terms. Discussion examples include maintaining a compatible schedule, naming coordination contacts, reporting changes promptly and providing verifiable handover information. Requirements should be measurable and accessible to participants using different technologies; using ObliNet must not become a mandatory condition. This is a research proposal: the criteria are not claimed to be in force or legally approved. Their admissibility, assessment methods and application conditions require separate procurement and legal review.
Demonstration
A synthetic dependency graph: one delay and a revised plan.
Research hypothesis
Verifiable coordination readiness may speed up detection of incompatible plans and reduce failures at dependent stages. Evaluation must also consider participation costs and tender accessibility for different contractors.
